Uruguay is one of the smallest countries in South America. Located between Argentina and Brazil, it has a land area of 175,000 km2. The climate is temperate and the landscape is mainly flat, featuring mostly rolling plains and low hills.

According to the 2004 national census, Uruguay's population amounts to 3.2 million people, with an average density of 18 people per km2. More than 90% of the total population lives in urban areas and about 40% lives in Montevideo, the capital and largest city. As a result, there is a strong concentration of public education, health and social services in Montevideo.
